The blueprint, question counts, score points, session and stage structure, adaptive design, rubric structure and scoring method all come directly from EQAO's Assessment of Reading, Writing and Mathematics, Primary Division (Grades 1–3), Framework. Administration timings, permitted items, accommodations and exemptions come from the current administration user guide and EQAO's published guidance. Achievement figures are the 2024–25 provincial results for students in English-language schools. The analysis of where students lose marks is drawn from EQAO's own item-level study of Level 2 performance and from the provincial data published with the November 2025 released questions.
Where this guide characterises a misconception as common, or recommends a teaching move, that reflects the EQAO research plus well-established findings in mathematics and literacy education — not anything specific to a policy document.
Four things a reviewer should actively check
1 · Session D. EQAO's own materials describe the language component inconsistently — see the note on How it works. If anyone on the team has a definitive answer from a board assessment lead, it belongs in the guide.
2 · The fraction codes — a trap worth knowing about
This guide follows EQAO's blueprint, which lists Grade 3 Number Sense as B1.1 to B1.7, with no B1.8, and Operations as B2.1 to B2.9. Both were independently confirmed against the Ministry-funded GEEM resource.
The Ministry publishes the specific expectations in a multi-grade comparison table — Grades 1 to 8 side by side in columns. In the fractions rows, several grades carry a B1.7, the columns do not align neatly, and reading one column off by a single position silently shifts an expectation into the wrong grade. It is a genuinely easy mistake; this guide nearly made it.

The mathematics is unaffected either way — comparing unit fractions is still exactly the right thing to teach, and still the fix for the ⅛-versus-⅓ misconception. It is simply a Grade 1 code, so it is a prerequisite for this year rather than part of it.
B2.9 is the most commonly dropped Grade 3 expectation. Use the ratios of 1 to 2, 1 to 5, and 1 to 10 to scale up numbers and to solve problems. It sits last in a long strand, reads like a footnote, and is easy to leave out of a planning document altogether — but it is the expectation behind the proportional-scaling question where Level 2 students scored 27% against Level 3's 75%. Check that it is on your long-range plan.
3 · The 33% technology figure. Flagged on Where marks are lost. Reported accurately; probably should not be leaned on.
4 · Anything date-stamped. The 2027 window, the framework edition and the user guide were all current at the time of writing. EQAO revises annually. Check before distribution.
Confirm any of these against dcp.edu.gov.on.ca before the codes go into an IEP or a report card comment.
What is deliberately not here
- No reproduced assessment questions. Question types and error patterns are described; no stem, option set or passage is copied.
- No practice questions. This is a guide to the assessment, not a practice book. Practice material aligned to the real thing already exists free from EQAO in the released questions and the sample test.
- No predictions. Nothing here forecasts what will be on the 2027 assessment. The blueprint is fixed; the content is not knowable.
- No claim that preparation raises scores. The argument made is narrower: that a small set of avoidable, non-academic losses can be removed, and that teaching the curriculum well does the rest.
